Clinton Ford Billups Jr. is an accomplished entertainment industry executive, personal manager, producer, and expert consultant with more than 30 years of experience in artist management, event production, entertainment media, and live entertainment. Throughout his career, he has developed a unique understanding of the business practices, professional relationships, and industry standards that shape the entertainment marketplace.
In 1988, Mr. Billups was elected to membership in the National Conference of Personal Managers (NCOPM), the nation’s oldest professional trade association dedicated to the advancement of personal managers and their clients, founded in 1957. He currently serves as Chairman of the NCOPM National Board of Officers and previously served as NCOPM National President from 2022 through 2026. During his tenure with NCOPM, he has played an active role in promoting ethical standards, professional practices, and the continued advancement of the personal management profession.
As a personal manager, Mr. Billups has guided the careers of numerous celebrities, entertainers, authors, and media personalities, providing strategic career development, business guidance, marketing direction, and industry representation. His firsthand experience working with talent and entertainment professionals provides the foundation for his work as an expert consultant and witness regarding entertainment industry trade customs, usage, and practices.
Mr. Billups has produced and managed numerous entertainment productions, including Las Vegas award shows, casino entertainment programs, concerts, conferences, trade shows, and special events at many of the entertainment industry’s premier venues, including Alexis Park Resort, Caesars Palace, Golden Nugget Hotel & Casino, Hard Rock Hotel & Casino, Las Vegas Convention Center, MGM Grand Hotel & Casino, OYO Hotel & Casino, The Palms Casino Resort, Sands Expo & Convention Center, The Venetian Resort Hotel Casino, and Wynn Las Vegas.
He recently directed and produced April in Vegas, a streaming television chat show series produced on location at The English Hotel, a Marriott Tribute Portfolio boutique hotel in the Las Vegas Arts District. The International Film & TV Festival recognized Mr. Billups for “worthy achievement in creativity and effective communication in comedy television programming.” The Festival awarded him an international bronze medal for American Campus Tour, a television special starring Emmy Award recipient Jayne Kennedy. His television mini-series Kreskin’s Quest, which he created and produced, was selected as one of the Festival’s Top 10 international variety/music specials of the year.
Mr. Billups serves as an expert consultant and witness on entertainment industry trade customs, usage, and practices in arbitration and litigation matters involving entertainment, media, performing arts, artist management, and professional relationships within the entertainment industry. His extensive practical experience enables him to provide attorneys, arbitrators, and courts with insight into customary business practices and standards within the entertainment field.
For eight years, Mr. Billups served as Executive Producer of the Casino Entertainment Awards™, the official awards program recognizing outstanding casino entertainers, executives, and venues nationwide. He also served as Executive Producer of Oscar Night® Las Vegas, an annual Academy Awards® celebration officially sanctioned by the Academy of Motion Picture Arts and Sciences.
For more than a decade, Mr. Billups served as Director of Entertainment Industry Relations for G2E (Global Gaming Expo), the world’s largest annual gathering of casino gaming and entertainment executives. He also served on the American Gaming Association’s G2E Conference Advisory Board.
Mr. Billups is featured alongside notable business leaders including Texas entrepreneur Ross Perot and cosmetics executive Mary Kay Ash in The Greatest Sales Stories Ever Told — From The World’s Best Salespeople by Robert L. Shook (McGraw-Hill, 1995). He is also featured in I’ll Get Back To You — 156 Ways to Get People to Return Your Calls by Eric Yaverbaum and Robert Shook (McGraw-Hill, 1996).
He has served on the boards of the American Chamber of Commerce Executives, International Entertainment Buyers Association, and National Association for Campus Activities. He is also a past president of the Connecticut chapter of Sales and Marketing Executives International.
Born in Hartford, Connecticut, Mr. Billups is a graduate of Lafayette College and studied business management at Rensselaer Polytechnic Institute. He served as an officer in the U.S. Army Field Artillery, graduated from the Connecticut Police Academy, and served as a Connecticut state and municipal law enforcement officer before building his career in the entertainment industry.
